总则

General Principles

我公司2x180MW燃机联合循环发电机组是苏州市2005年十大董点工程之一，担负着苏州工业园区的集中供热任务，对改警园区的投资环境和媛解苏州用电紧张状况起到了积极的作用。由于天然气具有易燃易爆的特性，对安全生产工作提出了相当高的标准和要求。安全是企业生产活动中的重要因素，安全工作不仅关系到企业的生存与发展，也关系到社会的稳定。公司根据国家安全生产的法律法规的规定，根据天然气管道保护条例及其规范要求，根据天然气发电的特点，特制定本事故应急预案，以防范事故，并在事故发生时，能够及时采取得当的措施，把损失减少到最小。本应急预案适用于天然气系统、燃机机组投运后发生的突发事件(如天然气大量泄漏、人员严重意外伤亡、严董火灾、爆炸或环境损害等)。本预案涉及公司有关部门,便于充分发挥各自优势和能力，同时在统一协调下发挥应尽作用。

Our company's 2x180MW gas turbine combined cycle generator set is one of the top ten projects in Suzhou in 2005, responsible for centralized heating in Suzhou Industrial Park. It has played a positive role in improving the investment environment of the park and alleviating the power shortage in Suzhou. Due to the flammable and explosive nature of natural gas, high standards and requirements have been put forward for safety production work. Safety is an important factor in enterprise production activities, and safety work is not only related to the survival and development of enterprises, but also to social stability. The company has formulated this emergency plan for accidents in accordance with the laws and regulations on national safety production, the natural gas pipeline protection regulations and their normative requirements, and the characteristics of natural gas power generation, in order to prevent accidents and take appropriate measures in a timely manner to minimize losses when accidents occur. This emergency plan is applicable to sudden events that occur after the natural gas system and gas turbine units are put into operation (such as large-scale natural gas leaks, serious accidental injuries to personnel, serious fires, explosions, or environmental damage, etc.). This plan involves relevant departments of the company, facilitating the full utilization of their respective strengths and capabilities, while playing their due role under unified coordination.

本应急预案实施的目的是遇到特发事故时，能够进行有序的事故紧急处理、最大限度地确保人员生命和财产得到最大的保障。在必要时求助公安、消防或有关单位到现场帮助处理事故,同时取得苏州工业园区管委会、胜浦镇政府的大力支持。

五、紧急警报分类

公司范围内发生的事故分为五类警报。由总指挥、事故指挥员、当值值长、或其他指定人员负责发布适当的警报。对公司范围内发生的事故警报分类如下:

六、企业紧急应变计划

6、 Enterprise Emergency Response Plan

启动企业紧急应支计划下列为一些严重紧急事故及其所属的警报级别，以供参考。

　　3、企业紧急控制中心在企业紧急警报发出后，企业紧急控制中心应及时投入运作，有关的事故应交管理小组必须迅速到达该控制中心展开工作，企业事故总指挥负责指挥及组织所有紧急抢险及救援工作。企业紧急拉制中心应备有足够通讯器材，如无线电通讯机、电话等，可与受影响地区及外养联络，包括向公众发放消息。

　　企业事故协调员由公司总经理担任，总指挥/现场事故指挥必须听命于企业事故协调员。当企业事故协调员接到紧急事故发生的通知后应执行下列主要工作:

　　5、总指挥

　　总指挥的责任是公司全权处负责处理紧息事故第一责任人。在公司发生紧想事故时，应与企业事故协调员保持密切联系，并向其取得有关的意见和指示。如因任何原因不能及时到达现场，应由一位熟悉运作的人员代着。当获悉紧急事故发生，应及时赶赴公司紧急控制中心。其主要责任如下:1)接警现场指挥全面处理紧急事故:

　　主要的作用是赶赴现场及有效的控制事故。必须与总指挥保持密切联络，如有需要应征得总指挥的指示和意见。发布紧急事故的警报级别通常是现场指挥的工作，其他授权人士在紧急的情况下亦可发布警报，当现场指挥获悉紧急事故的发生及其地点，应立即赶到现场。其主要工作如下:1)评估紧急事故的情况及决定是否为严重事故，并立即决定相应警报的级别。

　　在紧急事故发生时会有许多工作需要执行，所以，各部门需根据不同事故的性质设立相应的部门紧急应变小组。

　　各个紧急应变小组的架构及其成员之职责，必须明确规定及通知所有组员，每一邮门需制定一份部门紧急应变小组之成员及其管理人名单、联络电话等有关数据。

　　The structure of each emergency response team and the responsibilities of its members must be clearly defined and communicated to all team members. 　　9、发出紧急警报

　　任何员工从任何渠道获悉任何紧急事故，应马上与有关部门主管报告，员工不得假定有关部门己获悉有关信息而放弃联络，其报告内容至少应包括如下:

　　有关部门主管人员在接到报警的同时，及时通知部门有关主要人员赶赴现场。当发布警报后，现场指挥应将发放警报的工作安排予其它指定人员，但每次信息的传递必须得到现场指挥或总指挥或其指定人授权，不能擅自决定发放任何信息。

　　The heads of relevant departments should quickly rush to the scene of each accident to command the rescue and restore normal operations. For the main members of the enterprise accident response management team, there should be designated deputy positions to immediately replace them when the main enterprise accident response management team fails to handle emergency situations. If any member of the enterprise accident response management team fails to respond within 15 minutes after the alarm of the imminent accident is issued, their deputy should be immediately summoned.

　　在进行紧急召集时，必须通知财务部经理和物资部经理，并指派仓库或物料管理人员到达岗位，以便满足对资金及物料的紧急需求。

　　11、流动紧急指挥车

　　在天然气支线系统紧息事故发生时，公司需部署流动紧急指挥车到达现场，直接调动各抢险单位处理应急工作。指挥车辆上必须配各通讯仪器及存放所需救援设各和文件，并与应急指挥中心保持紧密联络，使事故协调员及总指挥能清楚掌握现场实况。

　　When a natural gas branch line system emergency accident occurs, the company needs to deploy mobile emergency command vehicles to the scene and directly mobilize various rescue units to handle emergency work. The command vehicle must be equipped with various communication instruments and stored with necessary rescue equipment and documents, and maintain close contact with the emergency command center, so that the accident coordinator and overall commander can clearly grasp the on-site situation.

　　12、宣布进入紧急状态

　　当发生紧急警报后，各有关紧急应变程序会相继启动，在这一阶段首先要判断事故本身是否会构成或演变重大的危机。

　　现场指挥员需亲自前往事发现场，在视察过事件情况后，决定是否需要宣布进入紧急状态。除现场指挥员有权宣布进入紧急状态外，其它指定的部门重要人员亦有此权力。

　　13、紧急联络与通告

　　当宣布进入紧急状态后，需及时联络总指挥员及有关单位工作人员赶赴事发现场，在紧息事件发生时需要通知的紧急应变人员或单位请参阅附录。

　　向邻近受事故影响的公众人士发出紧想讯息时，必须由总指挥员或其他授权人负责执行，并直接要求现场公安、消防人员协助。

　　14、疏散现场人士

　　无论在公司范围内或其它地方发生的紧急事故，所有不直接参与处理紧急应变行动的人员或公众人士必须尽快撤离受影响现场。

　　Regardless of whether an emergency occurs within the company or elsewhere, all personnel or members of the public who are not directly involved in handling emergency response actions must evacuate the affected site as soon as possible.

　　在公司范围内进行紧息疏散时，需预设一处安全集合地点，并在集合地点设置显眼的告示牌，方便疏散人士辨认。
